Switzerland votes for a radical rule on organ donation
In a referendum, the majority of Swiss vote in favor of changing the regulations on organ donation. Citizens decide other issues: Switzerland should support Frontex more and streaming services such as Netflix should be asked to pay.
The Swiss voted with a clear majority for a radical change in organ donation: in future, everyone in Switzerland will be considered a potential organ donor who has not expressly rejected it during their lifetime. The government wants to change the law on transplantation accordingly and received 59% approval in the referendum according to the first projections of the polling institute gfs.bern.
Until now, in Switzerland as in Germany, the solution of consent has been used instead of the solution of objection: organs can only be removed from people who have given their consent, for example with a card organ donor or registration in an online registry. The government now hopes to remedy the shortage of organ donors. Opponents of the new regulations had argued that the opt-out solution was unethical. They increase the pressure on people who don’t want to donate their organs.
According to a report by the Federal Agency for Civic Education in 2018, there were just under 1,000 organ donors in Germany for every 10,000 patients in need of organ donation. The opt-out solution already applies in many European countries, including France, Ireland, Italy, Austria and Spain.
Four percent for Swiss productions
The other national proposals were also adopted in the referendum: according to projections, the increase in the Swiss contribution to the European Border and Coast Guard Agency (Frontex) was approved by 72%. The country is part of the Schengen area, in which border controls have been largely abolished, and thus benefits from the protection of the EU’s external borders. Opponents on the left had argued that Frontex should be abolished because they believed it was keeping people in need of protection out of the Schengen area.
Streaming services such as Netflix and foreign TV channels with Swiss advertising windows will also have to invest 4% of their Swiss sales in Swiss productions in the future. According to the extrapolation, approval was 58%. This should bring in 18 million francs (17.3 million euros) to the national cinema. In addition, streaming services will have to offer 30% of European films or series in the future. A similar quota has long applied to television stations. The EU has similar rules.
